West Palm Beach is WAY more laid back (slower) than Tampa. But WPB has one of THE most impressive shopping destination that I have seen anywhere in the US in City Place. As great as Channelside and Baywalk are, they don't touch City Place. Anyway, overall I found more things to do, places to see, and fun to have in Tampa/St.Pete.

I like Tampa much better. WPB has been improving downtown in the last few years. But most of the city (excluding the waterfront and not including Palm Beach) is pretty unimpressive. The neighborhoods in Tampa south of Kennedy Blvd, on the other hand, are really cool.

I grew up in South Florida so I will put in my two cents. West Palm Beach city proper, outside of the pretty renovated downtown core, is really not nice at all. There are so many poor areas there it isn't even funny. If you want the South Florida lifestyle, do not choose the city of West Palm Beach unless you want to just stay in that very small downtown area. City Place is a ghost town during the week in the off season (Summer). Choose either Palm Beach Gardens to the north, or Delray Beach to the south. You will be way better off. At least in Delray you have a strip of bars and clubs on Atlantic Ave that has a Ft. Lauderdale/Miami vibe to it, with people socializing, drinking, dancing and whatnot in the evenings. WPB doesn't have that, unless you like to party at City Place, which is a developed shopping center with condos over it. Then again, you said 18-year-old friendly, so I am not sure what you are looking for...both places have movie theaters.
I have not spent enough time in Tampa yet to comment on the nightlife there.
