I did planning and zoning in NJ and the applicants attitude always determined how he was treated, I never made up things but there can be a broadening of the interpretations of the code, and unless it is an egregious abuse of authority or an arbitrary and capricious interpretation of the codes, there aren't too many ways for someone to fight back, next time you have to deal with an inspector try some honey, I guess that might be against your ways, but it can save you a lot of problems down the road.
This is the problem, we need to get rid of individuals who command this type of power. Play with the value of someone else's property, and treat them the way you see fit. Most zoning codes are by their nature, ambiguous. Perhaps 1/2 are unconstitutional. Yet they are usually directed toward the uneducated, poor and downtrodden- easy targets. Power hungry ghouls get their jollies harassing society's most vulnerable people. I say let's cut off the code enforcement nonsense and send them to catch gators or clean up crack town. If you don't like the way your neighbor's home looks, buy it! If you know of a zoning inspector harassing a friend, do something about it.

Here's the golden rule: he who has the gold makes the rules and in this case the inspector is holding all the gold, so my advice would be to learn how to suck it up and make the jerk feel like he is in control, because the reality is, he is in control, regardless of your opinion of his qualifications.
