Why do they say to cook the product throughly and make sure it`s at a certain temp when the product is already cooked?

To ensure that the product has the right temperature for your taste pleasure and to prevent people to devour it frozen like an ice cream...
Also maybe because some part of the already cooked product might contain raw ingredients like vegetable that preserve better taste and appearance cooked only once.
You should cook ( reheated to particular temperature) fully cooked frozen product to kill Clostridium botulinum, a life-threatening bacteria that sometimes contaminate frozen food if improperly stored in commercial freezers or delivery trucks.

Some raw parts are used that would be otherwise be overcooked if pre-cooked then re-heated.
