Those look like scary instruments (in linked-to article) !
I still use sugarcubes for my tea, it's an easy-to-measure amount,
but it's nothing compared to what people apparently used to have to do with sugar in such unwieldy forms.
I'm sure I've seen some of those lockable sugar cabinets they mentioned on Antiques Roadshow, but not the tongs/nippers. And sugar loaf? I've heard of that as a place, but not a thing -- now I know what it actually means!
