I've long ago written blog post and blog comments in various fourms which address the fact there should be limitation on what can be bought with EBT and Food Stamps.

It should force people to cook, not buy frozen dinner and everything which contributes to obesity, I think these cards should not be used at Convenience Stores, nor should they be used at places which sell "you buy we fry fish" and the likes.

I've seen people buy snacks at Circle K, and fill their carts from the frozen prepared dinners which is filled with Sodium and other Unhealthy things.

There is no ethnicity line to this conduct. It is simply a bad choice of foods and a poor usage of the benefit of these EBT and Food Stamp benefits.

I don't know what are you are looking at, or if you are limiting your view of the "who" when it comes to how poorly people use these cards and the bad choices they make when using these cards, but I know for a fact it is not an ethnicity matter, but a people in general matter.

These cards are designed for people to get and have Nutritious Meal(s). When the system allows people to buy all the obesity and poor health choice foods, it is followed up by high usage of public medical facilities and many other collateral results.

Non sequitur. Just because you have "information" doesn't mean that information translates into healthy eating.
