Its not actually cannabis or marijuana. They are proposing but CBD (cannabidiol) in the drink. Cannabis/marijuana contains hundreds of chemicals, many of them bioactive. Of course the one that people use it for mainly is THC, which is psychoactive. CBD, which is present in Cannabis, is officially not psychoactive, but is alleged to have lots of effects - i.e. it is actually bioactive though not in an illegal way. For example, it does seem to reduce anxiety in some people. So that's what they are hoping for with the drink. A bioactive effect, but not an illegal one.

Marijuana that smells like skunk does not taste like skunk glands. It tastes like grass. Which does not make it any more exciting as a flavor component in a soda.
