It does mention sesame seeds which would probably give it the "Crunch" in the original product. The nuts would give it even more crunch as well as added flavor. You could also omit the nuts. Either way, not trying to duplicate it exactly but give you a similar taste and texture.

From their website: Chile Crunch unites the Aztec, Mayan, Spanish, and French influences that make Mexico so magical. Add a rich blast of fresh roasted chiles, garlic, onion, herbs, & spices sauteed in canola oil to elevate your salsa, guacamole, tapenades & more!C

Asian Chile oil description: Slightly spicy sesame chili oil with crunchy garlic, sesame seeds, and crushed chili peppers.
In that case I'll check the Mexican markets next time I go and see if they carry it, and for how much. Based on my experience, Latin American condiments and specialty ingredients shouldn't cost that much, certainly not $20.

With some specialty products, it makes sense to contact the company and ask them which retailers in your area carry the item. I had to do this with Zespri golden kiwis, and turned out there is a market chain here in my area that stocks them every year.

She did. The closest retailer is more than 2.5 hours away.
