Hah nope, you need to go to a proper Asian market and see what they have, there is plenty of good imported dry ramen for less than $1.

BETTER YET - order them from efooddepot.com You can order individual packages in a variety of flavors for 43 to 48 cents a pack, then pay $8.99 for flat rate shipping. Ends up still being around 73 cents a package. (Don't forget to try some of the Indomie Mi Goreng. )

I've also seen them in the Asian sections of other grocers- definitely at Walmart. If your Walmart doesn't carry them, try getting them delivered to your store for instore pickup.

ETA: Now that I've looked at that efooddepot website - it's got some REALLY cool stuff on it. From all kinds of places - not just Asian. Gotta book mark that site.
