Have not tried yet,have only done drive through and have only gone to Wendy's or taco bell when the lockdown started. Most of the restaurants by me have opened both indoor and outdoor seating as of 3 weeks ago.
In Wyoming yes, dine in is open for everywhere. At the Artic Circle they had tables blocked off so everyone would eat at the tables 6 feet or more apart. We got our food to go, because we had our camper and we couldn't go through the drive thru and had to come inside to order.
Since this Covid thing started the Taco Bell and Carls jr near me have closed the dining area its only drive through at this point.
Are you able to go in to your fast food joints and order food?
Here most all restaurants whether fast food or regular, are open both inside and drive thru. I can' say all are open for sure as we rarely patronize fast food restaurants.
Our restaurants are open inside with distancing. Over the SC line, masks are required in all business establishments, but here in GA it’s still optional.
Perhaps there are restaurants which still only do drive thru, but it is their choice. We are going to a restaurant this Friday, unless we chicken out.
We are obsessed right now on Arby’s Italian Club, so are fine with the drive thru.

Ours were takeout only for several months, but recently opened for inside dining at 25% of the usual capacity. I haven't been to any but can see through the windows that many tables are closed off to keep people spaced apart. Our health department is enforcing by visiting randomly.
Most of our restaurants (at least the ones we use) have been open for delivery and takeout.. that includes local, chains, and restaurants . The ones that closed seem to have had pre-covid financial problems and this time was just the final straw.
Last couple weeks, they have opened up to outside dining at a limited capacity. From what I have observed, people are taking advantage of it and the weather has been cooperative. Even the mall's food court is open with a few serving; all take out but people are walking around and eating. All the tables and chairs have been removed.

All restaurants near me can legally open their dining rooms at 50% capacity. (I'm in a suburb of Kansas City, Missouri.) But I've noticed a few fast food restaurants are keeping their dining rooms closed by choice. It's probably a corporate decision. The McDonald's near me will not allow anyone except employees to enter the building. My nearest Taco Bell will allow you to enter but for take out only. You cannot eat your food in their dining room.
Over the past 30 days I've been to two fast food joints near me, Culver's and Slim Chickens. I ate in the dining room.
