to me "chef" is someone who went to culinary school
"cook" is someone who cooks
i guess once you start taking on the higher ranks in a restaurant kitchen you can start being refered to as "chef" whether you have a culinary degree or not.

A chef, that's because I know what a chef knows.
And you don't need a culinary school to be a good chef.

Is like a drop out school teen who becomes millionaire. You got to know the business.

I found this in Answerbag: "The term chef has often been misused, it really means that you are the Head of a kitchen team."

Therefore, I am a cook and my wife is the chef!
