Found a bunch of properties over the course of a few months in the five boroughs I was interested in, mostly short sales/REO's in poor condition, cash only. Almost always the agent's contact info is very vague and not easy to find, and when I do try to contact them they never respond and tend to be very elusive.

I think the whole system is fixed where insiders who grease palms get first crack at the deals.
I am not sure about NYC, although REO’S in NJ are selling at full asking. From experience, so many offers come in, the REO agent does not have enough time to respond to everyone.
Most listing agents are bombarded with calls/emails when new inventory goes out as there is such a huge inventory shortage. The listing agent represents the seller. Not all listing agents are interested in working with buyers, especially on their listings. Your best bet is to get your own agent who can get info and showings scheduled for you.
