I don't think the HOA secret police harassing somebody over growing fruit trees or using the wrong shade of paint makes a neighborhood safe...sterile and prosaic, you betcha, but not safe.

But when neighborhood is forced to look good, there is less chance that people with bad intentions will come.

^^^^ I think it's moreso that possibly shady characters might stand out a bit more or be noticed more in a neighborhood like Weston and attract the wrong type of attention, as in the po po???
