Actually I saw cops pulling people over for improper use of HOV lanes every day. And that actually caused more congestion as everyone was slowing down to gawk at what's going on or simply did a deer in the headlights just because they saw a cop car with the red and blues.

The cops probably figured out they were fighting a losing battle. Just let anyone who wants to use the left lane use it and pay for it.

The concept of an HOV lane was stupid to begin with. It's amazing that politicians and engineers all over the country thought it was a good idea.
