Is this an expensive city to rent in?

Would $10,000 be safe if I didn't have a job lined up?

It’s definitely not enough and additionally, you’d be hard pressed to find someone willing to rent to you with no job, and only 10k.
The deposits you’d need for a rental and utilities would eat up almost 1/2 of your 10k.

Way more than enough to move. Especially if you just want to get a little apartment and can get a job quickly (service industry, etc.). Most people that live down here don't have $10k to their name, surely you can make it work.

Find a roommate that already has a house. Plan on around $1000 a month for your half of a two bedroom. Most young industry people live in Victoria Park, Flagler Village, Las Olas/Colee Hammock/Downtown.

Lots of reasonable rentals in Lake Ridge, Wilton Manors, Oakland Park.

I'd try and at least line a job up first. 10k goes very quickly. Some places want 1st/last months rent, then you'll have utilities, your internet, phone service, food. Not sure if you have a car payment as well. There are ways to live frugally such as having a room mate, but that can be its own set if problems.
