That notice is typical corporate spin and doublespeak. FPL is predicting lower bills based on fuel-cost projections (which are separate from the base rate FPL seeks to increase) it made about four months ago. Yes, your bill MIGHT be lower -- but ONLY if fuel costs don't rise (and oil has gone up about $10/barrel since FPL's most recent fuel-cost projection). In other words, if the unthinkable happens and oil returns to $100+/barrel, we'll be forced to pay both the higher base rate AND higher fuel costs.

The increase in the base rate isn't etched in stone yet as the state Public Service Commission is conducting hearings on the matter this week in Tallahassee, but the PSC has not acted in the consumers' best interest in the recent past. I'm holding out some faint hope that they'll take into account how people are struggling and vote down FPL this time.

It suppose to be going down from what I read because of the cost of fuel, then they will surcharge for lost revenue like the water companies are doing.
