My husband and I are planning a trip down to the Keys in December. We are both scuba divers and would like to get in 2-3 days of scuba diving but we also want to enjoy hanging out on a nice beach for the rest of the time. Can anyone suggest a specific key or any specific resorts where we would have a great beach but still have easy access to some of the better diving keys?

Do a search for vacation rentals in Key Largo or Islamorada (near the best diving areas, I am also a diver and you'll want to be in the upper keys in this area). I stayed in a 2 BR , 2 BA condo for $125 per night during the slow season. In December, you can expect higher prices, but probably not so much due to the economy. Hawk's Cay is great, but pricey.
Vacation rentals are the way to go, IMO. More room to spread out all your gear, a full kitchen, and often quieter than a hotel.

If you can stay in more than one location - try to get a beach from miami to palm beaches and scuba in the keys.

IMO Bahia Honda State Park has the best beach in the Keys. There are scuba diving trips out of Bahia Honda. You can rent gear there. The trips are supervised. Great fishing off the adjacent 7 mile bridge. There are cottages in the park you can rent but they are usually booked up to a year and a half in advance, but the cottages are really nice,step out your door and go fishing or swimming. If you can`t get lodging on Bahia Honda, go to hawk cay resort as recommended by SouthAfrica75. It is close to bahia honda and it is truly a vacation resort.
