The general rule of thumb is you want to run it an hour for every ten degrees it is outside.

So in the summer run it 8-9 hours.
In the winter run it ~6 hours.

I would recommend running during the day to keep the chlorine circulating while the sun is baking away at it. But I'm not sure how necessary that is. This is just my opinion.
Ok, we've been doing it. We have a pool service included in the rent so they usually take care of it. The last couple of weeks though, we had red stuff on the steps and bottom plus green stuff growing on the tiles. The owner of the pool biz said he had an employee who wasn't doing what he was supposed to do and let him go. Once they re-treated it chemically, he wanted us to run it 24 hours. Nice how we have to pay for the electric to do it.

I agree, LCEC is hugely expensive. We have a 3 bedroom duplex, pool pump, A/C set to 78 during the day, nothing else running really. Good idea to do laundry during off peak hours.

I did ask about budget billing from LCEC but signing up for it now with 2 summers and 1 winter means a monthly bill of $277. They're nuts! And we rent.

How long does the pool pump need to run for? It's a small pool, LCEC says running it 6 hours per day is adequate, the landlord has it running for 7 hours from 9a - 4p. Would it make more sense to run it off hours?
the amount you should run your pool is different for each pool. you need to know how many gallons are in your pool and how many gpm the pump can move. you want the water to completely circulate every 24 hours. so if it can do it 6 hours you only have to run it 6 if it takes 10 hours you should run it 10 hours
