I'm refining my search more now to a home on open water (river front or Gulf home) and an elevated home due to climate change. Any ideas on whether a home, with the garage and minor space on ground level and all living space on second or third level, gets any break on insurance since the major portion of the home is much higher than ground level to avoid major flood damage.

Good question - you may be better off calling a local insurance agent.
