Me too, my house's 2011 TAD value was reduced about 10%. What they dropped it to is about right per market comps in my area.

2008 purchases vs 2011 tax rate--
yes--you would have enough time to get reduction
we have a shorter time span and our tax appraisal went down -- we have been in the house only two tax cycles--

but if the OP bought last year--he/she probably did not own the house long enough to have a full tax cycle--the tax appraisal was under the seller--even though the buyer pays the tax
that is what happened with us--taxes were prorated based on the year prior's tax appraisal and the sellers' had their 10 mo portion diverted at closing (in October) to us--since we would be paying the taxes for all that year in Feb of the next
the tax appraisal was higher for that year when it came it--but it was inline with what we paid for the house--so how could we claim the value was less than the appraisal???
we couldn't
so it went UP and then this year it came DOWN--by the appraisal district's choice--we never appealed

so I think the OP likely has a purchase price that is as high or higher than the appraisal--and won't win if they try to appeal--cause the TAD will want to know what they paid for the house
