This article in 10/14/11 FTW paper might be interesting--

big garbage dump doing in just west of FTW--lots of local protest but plant apparently meets zoning requirements
has to have another state permit before final approval which can be protested and or legally apposed so it is not a "done deal" yet--but probably 80% there...
