My summary of the NRH city council meeting from Oct 24.
CONSENT AGENDA
B1 Approve minutes of the special September 19, 2016 and regular October 10, 2016 City Council meetings.
B.2Consider authorizing the Mayor to execute a release and waiver of deed restrictions within the Richland Terrace Addition. REMOVED FROM CONSENT AGENDA SO STAFF COULD PROVED COUNCIL WITH A PRESENTATION ON IT.
B.3 Consider authorizing the city manager to enter in to an agreement with the North Central Texas Council of Governments to host an exercise site for the North Central Texas Full Scale Exercise for emergency preparedness on November 11-13, 2016.
B.4 Consider Resolution No. 2016-032, accepting the 2016 Dallas Fort Worth Arlington (DFWA) Urban Area Security Initiative (UASI) grant in the amount of $50,000.

SPECIAL RECOGNITION
Green Crystal Award from Cooks Children's for the city of NRH for Water Safety 365 Initiative to help prevent children's drowning. NRH stepped up their efforts by hosting multiple family events about water safety, installed pool signage throughout the city, drowning prevention messages, new website about drowning prevention, developed a Twitter account around an NRH boy who drowned @captpaxton, and updated ordinances for pools in the city. The award was given to Vanessa and Robert Copeland who spearheaded the initiative to get the changes made after a good friends' son drowned in their backyard pool last summer.
PUBLIC HEARING
-NRH FD gave council breast cancer awareness tshirts. Also available for purchase by citizens.
-Speaker for new housing project for Veterans wanting to go in across from TCJC. Specially designed for Veterans that have been injured . Will be called William E. Thornton(astronaut)Cottages. Mayor recommended she go to planning and zoning commission.
Item B2 presentation: Richland Hills Terrace had restrictions for making the lots only single family residential. City owned lots represent 56% of the majority of the properties left. There is property still in the area that owners want to be able to sell for something other than SFR in the future should they wish to sell. Any plan for a different use would require P&Z, and zoning change procedures in the future. APPROVED
PLANNING AND DEVELOPMENT
-Request from Kimley Horn and Associates for a replat of Davis-North Tarrant Pkwy addition on 10.277 acres at 8354 and 8358 Davis Blvd and 9050 North Tarrant Parkway. This is a large lot behind the Legacy ER, same area as the new Kroger. They want to put a dividing line to make the lot along N Tarrant larger. There will still be the same 3 lots. The top lot along N Tarrant is zoned for commercial and may be used for grocery per the applicant. APPROVED.
PUBLIC WORKS
-Resolution to support a Municipal Setting Designation application to the Texas Commission on Environmental Quality. Richland Hills city is building a new rec center. They discovered their groundwater is contaminated. They need an MSD to protect human health and environment along with economy development. 10 acres of land at SEC of Baker and Rufe Snow. Former dry cleaner and filling station there.
Approval of MSD allows for protection of the groundwater resources and the public through a restriction on groundwater access and use. Affected groundwater is not threatening NRH drinking water. This water will be cleaned up to non-potable status. Wells are not allowed to be drilled within a half mile of here. There is a division of the contaminated water by impermeable stone and the well water is much deeper, flowing away from drinking water and so there is a very small chance of contamination of drinking water. APPROVED
GENERAL ITEMS
-Approve annual interlocal agreement for participation in FW environment collection center household hazardous waste program. NRH residents take their household haz waste there. Paint, automotive fluids, light bulbs, household chemicals, cooking oil, garden chemicals, medicine. Open Thur and Fri 11-7 and Sat from 9-3. APPROVED
-Consider ordinance for gas franchise agreement with Atmos Energy corp. 10 year agreement with 2 5 year renewals, 5% fee paid to the city. APPROVED
