I have been living in Northwest Indiana for the past three years and I have been trying to move back to Tarrant County.
I've applied for several municipal jobs similar to the one I currently hold (Highway Maintenance Worker/Tech/Dump Truck Driver - CDL Class B) but I keep hearing the same garbage. It's either...

1) We would hire you if you lived closer
...or...
2) We don't hire out of state applicants

So the problem is I can't move back to the area without a job, but I need a job to move back to the area.

Any suggestions? I've tried CareerBuilder, Monster, etc. and haven't had any luck. I have some distant relatives there but I'm not very close with them. All suggestions are appreciated. Thank you.

keep trying but I think it is very unlikely that for your job category people WILL hire out of state especially sign unseen--there are too many applicants here...and frankly some cities are not doing that well with their tax base and are having budget shortfalls as strange as that might sound to you...

I'm a HR person, and I can say you're not going to find an employer who will hire you without meeting you first in ANY FIELD! Companies want at least one in-person interview, and you'll most likely have to do a drug test, too. I hate to say it, but you're going to have to move down first in order to get the job.

My mind is mulling over various options... but I'm limited by the lack of details. Do you have a family to support? Kids in school? Savings? Minimum income requirement? For instance, could you afford to come down by yourself for a few months, take a low-paying job while you set yourself up as a local resident, then jump back into your chosen field?

My last two jobs I was hired sight unseen and they were the two highest paying jobs I've ever had. It did find that unusual, but I guess I did a good job on the phone interviews. I start the second job on Monday.

I do live in the area and did have to take drug tests for both, however.

We were offered several positions before moving out here over the phone...just for years of experience in field.
Maybe try finding a company that has a recruiter and will fly you out.
