The Fort Worth ISD portion is all over the place the past several years:

1.658% in 2004
1.654% in 2005
1.514% in 2006
1.19% in 2007
1.257% in 2008
1.322% in 2009.

As I am considering purchasing in Fort Worth, I am curious if this is a regular occurence, and why the volatility? If anyone can point me to articles written during the debate, I would appreciate it! Thanks so much! Should not the rate stay very consistent and the city just enjoy greater revenue with greater appraisal values? I guess this is the ideal in theory, but it hard to forecast expenses when the rate moves this much.
