My family likes to spend big money for birthday celebrations, the prices are getting out of hand, and no one can really afford these events. Please give me suggestions for high impact, low cost celebrations. I prefer more heartfelt celebrations, but welcome all suggestions.
Theme parties are always good, and it's always fun to take a children's theme (cowboys, astronauts, ballerinas, etc) and twist it into a "grown-up" version. Hostess with the Mostess has a blog with great ideas at blog.hwtm.com (I'm not affiliated with them, I just think they rock), and there are plenty of other sites for inspiration on maximizing fun while not blowing the budget.
Could also be fun to hire the local ice-cream truck to come around at cake time, and see if they can play "Happy Birthday."
Picnic by the nearest lake with a swimming "beach". Everyone can bring a covered dish and you could play bocce ball or the latest thing...those cornhole toss games. And churns of homemade icecream!
Negotiate a group discount for a local amusement park/museum or zoo and everyone buys their own ticket for a family fun day together. Provide the birthday cake but everyone is on their own for lunch/dinner there.
Or, really out of the box but I like it, choose a local charity and have the family volunteer for 1/2 day or a day and then go out for pizza buffet afterwards. More people are doing this for their rehearsal activities, etc... But your family would have to be civic minded to really enjoy this option.
We combine nearby birthdays into one celebration. i.e. all the July/August birthdays will be celebrated with a big family dinner the first weekend in August. That cuts the cost down by a third, since we're celebrating 3 people at once. The "cost" is more of a time one for us (the celebration is always just family dinner), since the closest family is 2-3 hours away and requires traveling to see.

Can you do a cookout with cake and ice cream and then some games like Bocce Ball?
A lot of stuff should be on sale this coming week - burgers/hot dogs, chips, soda, etc for the 4th.
This might be more than you want to spend but maybe do a outdoor movie projection rental ?
There are many adults in my family and they live in different parts of the country. The parties are usually between 10 and 70 people. I like the idea for holding one at a beach. I've also been given a helpful suggestion of holding a party at a casino. These venues have no rental fees, and can be lots of fun for the guests.
My cousin went abroad for work and had a going away party at a local bar that had a live band playing that night. We had a section of the bar just for our group (about 30 people) and my cousin's family paid for plenty of appetizer platters but everyone paid for their own drinks. It was a fun event. For my own birthday party, I had a barbecue at my house. It was fun. My friends brought over beer and wine and I covered all of the food and soft drinks.
