Honestly I'm happy to see them going digital, so much easier to keep people from committing coupon fraud because the registers now catch about 90% of that. Cashiers will no longer be stuck arguing with customers intent on getting items that don't qualify for the coupons.

But OP, check with your local newspaper to see if the coupon inserts have been moved to a different day (ours are now in the Thursday (?!) edition). Alternatively check to see if the paper might consider adding coupons back in as I think the decision to carry the inserts is up to the paper, not the manufacturers or retailers.
If anything there is more fraud now than ever before. I f/u quite a few vloggers on youtube that tell people what digitals and sales can make the items almost free - legit - but I've called out a few because to me - they are stealing.

Ex. - one recently was telling people how to change the zip code of a store to one in the country that was selling the item cheaper. Once added to you cart -apply the digital coupon, go back and change the store to the one near you - check pick-up and pay. They literally had 6 cases of water, 4 gal of milk and boxes of cereal and paid $5 out of pocket.

To circumvent an item location like that to me is stealing and I called them out for it - don't tell me what a Christian lady you are telling people how to cheat the company so you pay less.

I see what you mean, I hadn't considered online shopping, maybe 'digital' was the wrong choice of words.
I just meant that it's getting much harder to cheat in a brick and mortar store using downloaded coupons. Nowadays the registers are usually a lot better than cashiers ever were at automatically denying wrong size, wrong item, too many like items and all the other ways couponers try to bypass coupon restrictions.

Coupons have codes on them. We have friends who are devout Christians but they can not resist changing the quantity from 1 to more than 1 when printing an internet coupon. That's fraud because each coupon will have the same code and no different than going to Office Depot and printing all you wanted. The cashiers only do what they are supposed to do. Scan the coupons, and make sure the codes are not identical and accept as many as their store policy allows. We have stores that let us scan our own coupons. The scanner knows if the right item has been bought. We have friends that will send us 10 of the same coupon they got out of the Sunday paper if we want to buy ten of the items and stock up. Stores have limits on internet printed coupons so no way to really cheat on it except the limits are per day. So, the woman who changes the quantity on the PDF file to say four, does nothing but buy one, take it to the car and go back in the store and buy another and maybe use the other two another day. She only has one valid coupon in the set of 4 she printed. Three are actually copies.

BugsyPal said most of what I was going to say- paper coupons are wasteful and labor-intensive, fewer people buy newspapers, and on-line allows them to track you and gather information about what you buy.

I don't bother anymore because I use very few processed foods, I don't need deals on Tater Tots, Pop-Tarts and frozen pizza. I also buy a lot of non-food items at Costco and they don't accept coupons.

Finally- the face values of the paper coupons weren't that great. In the 1990s the sticker price of the sugary cereals DS liked were crazy-high and you could get coupons for $2 or $3 off (which was the only time I'd buy them). Not anymore. I occasionally get coupons printed at the checkout and they're more like $50 cents off if I buy 3 of something that costs $1.50 each. Not worth my time.
