Pepper plants attacked by insects. (growing, bugs, peach, how to)

I have this red bell pepper plant which is not growing at all and few days back I noticed some white stuff on every leaf which looks like is also eating up the leaves. It looks like dandruff. They can't fly... just stuck and sitting on top of the leaves. Was trying the take a pic but wasn't coming out clear so you could see the insects.
Looks something like this
Need ideas how to get rid of it? Any solution that I need to buy from garden store or something I can use from house?

Those pictures are aphids, but they're not actual pictures of your plants, right? Your description sounds more like whitefly. Not that it matters that much; you do pretty much the same things to get rid of them:

The bugs were not clearly visible on the pics so I uploaded the pics from net which looks similar to the buys I have. It looks exactly like dandruff particles. I can try taking pics in different lighting effects and see if that helps, but the bugs I have are not flying. I will take a look at link you shared. Thanks!
