Thanks, guys! Since no cheap actual paint surfaced (except for the excellent idea of buying 'Oops Paint' - my friend considered buying several gallons of 'Oops', and mixing that with 2 gallons of black), and in light of the other advice, vinyl fencing is now being considered. Apparently, that can be tacked-up for around six bucks a linear foot. Will still need to be painted, though.
This is in the middle of town, and so Creosote and engine oil would not work. Thanks for those ideas, though.
Whitewash is just hydrated lime and salt mixed with water, isn't it? Add in some soot from a chimney somewhere and you'd have a cheap black coating. Not permanent, though. But cheap! Folks used to make paint all the time, it might be less expensive to buy ingredients than already made up paint.

Why not? It'd be black, and I doubt anyone would even realize that it wasn't paint.
