You are in Temecula, you really seriously need to maintain defensible space around your home.
You are cutting weeds too late. You have to take them down before they set seeds for next year.
Unless you are going organic, invest in a couple of gallons of Roundup concentrate and a pump sprayer. Be careful to not get any on the trees. Give the mustard and tumbleweeds a shot of Roundup as soon as they break the ground in the spring.
Trees need to be trimmed up high enough that the flames from a grass fire can not reach the leaves.
Try contacting your extension agent for advice concerning your stream (which I assume is not year round). You can maintain a correct riparian condition without it being a mess or a fire hazard.
