Lantana are among the toughest plants to grow here in the south. If it has gets too little sun it may slow down flowering and if it has been without water for a prolonged period it may also stop flowering. It has few diseases or bug problems and quite frankly none sound like what you are describing as hard white objects on the leaves. A picture might clear up the mystery and someone may be able to give you some help based on that.
Lacebugs feed on the undersides of the lantana leaves, they cause white, yellow or brown spots to appear on the tops of the leaves. I've also seen fungus from overwatering in high humidity conditions.
