what is the best way to grow sativa in the fall and early winter inside or out? how much water? do you talk to it?

in most places growing pot is illegal.

Seasonally, it would depend on what part of the country you're in. And you're right. There are states where it's legal to grow for personal use. Some of those states require a permit. If you're in an area where it starts getting chilly to cold in the fall, you might consider growing it indoors. For indoor growing, you'll want good ventilation to avoid molds, warm temperatures, good plant lights, monitor the humidity, proper watering, and make sure the soil drains well but doesn't get too dry. You don't want the soil to get too soggy either. You might even want to use a mistng bottle to spray water on the leaves every so often. There are some plants that grow from seed to maturity in about 90 days, get about 2-4 feet tall, and produce mostly buds (very few leaves). Sativa tends to get pretty tall, a height of 8-9 feet or so is not unusual and probably better for outdoor growing. Indica tends to be more compact and squat in comparison.

As has been suggested, there are lots of how-to websites and forums that deal with indoor and outdoor cannabis growing. There are also websites that provide seeds and seed catalogs with more information on height, time to maturity (harvest), etc. You can talk to your plants if you want, but if they start talking back to you, get help quick!

Having lived in the grow areas of Northern California, what I have observed is that most people start their seed around February or March in a greenhouse. Come May, or earlier depending on plant size and weather, the plants are put in the ground outdoors. Between March and May, the plants will declare if they are male or female. You will want to pull and destroy the male plants.
It really does not matter too much about how cold it gets if you keep the plants in a greenhouse through the season. What is really damaging to plants is rain, this can cause mold and breakage.
Plants mature based on the amount of light as the season progresses. As the days get shorter, this triggers the plant to bud. Most Sativa strains are ready for harvest come October. However, if you are further north, they will be mature sooner because the days get shorter quicker.
I do not recommend growing full Sativa strains indoors. Sativa is a tall thin plant and a short bushy plant (Indicas) are typically better for indoor grows.
