Red tip Photinias (Photinia fraseri) should be planted about six feet apart, they grow to about 15 feet tall. For your location, I think you could plant now. Generally maintenance prune in Winter, dispose of trimmings, avoid late summer fertilization, plant far enough away from each other to allow for air circulation (avoid fungus).
The Entomosporium fungus has killed off many Red Tips and many nurseries now recommend Chinese Photinia (Photinia serrulata), which is similar but not as showy. The fungus grows on new shoots.
To encourage denser growth (at the risk of getting fungus) - during Spring / Summer let shoots grow to about a foot then cut back by half - water and fertilize.
The flowers have strong scent; IMO it smells like a cross between old lady perfume and cat urine, YMMV
