If it's sunny, creeping sedum can stand any amount of drought. Hens 'n' chicks, ditto. Sedums come in red, green, blue, bronze, near-white, multicolored and screaming yellow. Hens 'n' chicks come in green, blue, red, bicolor, sparkly, thorny and with cobwebs.

In shade, try Houttynia or wax plant, Tiarella or foamflower, Heuchera or coral-bell plant, Heucherella (which is a Tiarella crossed with a Heuchera, natch), Lysimachia (sort of a creeping golden vine), or my favorite which comes in all different leaf colors and flower colors, Lamium. They take some fussing and watering to get established, but once they're growing on their own you can't kill 'em with an axe.

Wedelia. dark, broad leaf, sends out runners for new plants. Seasonal small short yellow flower. Can be mowed if it gets unruly. Some consider it a weed but it is cultivated as a ground cover.

Asiatic jasmine works great if your climate is warm enough.

Oh, I forgot Rock Cress! They bloom in purple or white, smell like heaven and love drought.

I have some places in our yard that have crappy, clay soil that turns as hard as a rock in the blasting TX heat and so far I've had great success with 3 plants. Several different varieties of sedum, creeping speedwell and mondo grass. None of these like alot of water, at least in my case.
