That's a pretty sad looking creature, and more information would be helpful i.e. did it have flowers at one time and what kind, where did this plant come from, and what the hell happened to it....?
But throwing this out as a possibility--variegated leaf hibiscus?
Redbird plant, Jacob's Ladder, Devil's Backbone.. (variegated). I love it. There is a plain green leaf variety. I have none at the moment but I've grown a lot of it over the years. It will get tiny little redbird blooms. There is another variety with i think Blue or Yellow blooms.

You're welcome! A lady was gonna give me a cutting of one with a different color bloom...sadly I never followed up on the offer. It's a pretty hardy plant. Good luck.
