When is best to transplant hydrangeas in zone 8 East Texas area?

Cut them back to healthy buds about knee height and then dig them up. That way the plants only have the buds to work on and not support growth. If they are large plants, just cut them back halfway down to healthy buds, preferably paired buds on the end cuts. That doubles up how many buds become flowers.
