Best time to prune knockouts in TX is around Valentine's Day. That's easy for me to remember, too. Also, it takes about six weeks after pruning for the blooms to begin. Don't know about other rose types.
6 weeks from light pruning but surely not hard pruning all the way to 6 inches? 3 or 4 months here in NC but of course it would have been much sooner if he had only lightly pruned them.
