Try Mexican Sage, or Compact Texas sage. The latter has really nice, silvery foliage and small purple flowers. Draws butterflies too.
The latter makes a great bush. The former will too, but must be pruned a couple of times of year to stay in shape. Google image them, very nice plants that will do well in your climate.
They do well in full sun, but mine get protection from the strong afternoon sun and do well in that environment too, so I guess can take some of the partial shade you mentioned.
