I am in zone 7 and have had these weeds which I cannot seem to identify or control. I use Ortho Weed B Gone and I fertilize with a weed and Feed twice a year at the end of May and again 6-8 weeks later. and they still seem to come back. Even in Winter they are evident does anyone know what type this is and how to get rid of it

Looks like purslane OKA portulaca.

Your gonna have to hit it with roundup probably several time to kill it all off depending on your infestation.

It does look like the Othro is doing a moderately good job so maybe stick with that and see what happens.

Yes Bulldogdad is correct, 'portulaca/purselane' sometimes called 'moss rose'. It's actually used a popular potted plant in many areas. You can control it with any glyphosate weed killer such as Round-up. Using a pre-emergent will help control future seeds as purslane re-seeds quite rapidly.
You must remember the colder the weather the longer the weed chemicals take to control or kill the weed. Cold weather slows the chemical reaction way down. Could take weeks. In hot weather it takes 1-3 days.

Yes I do use Ortho not so sure about roundup do not want to kill the lawn but here in zone 7 it is in a lot of lawns. Maybe it is better advice is instead of killing weed to fertilize the lawn to choke it out. Have used weed and feed twice a year and Ortho products not familiar with to many others that will have an effect

Don't poison your lawn - and yourself.
1. burn it out. Propane torch from Home Depot works great esp in very hard to get into corners. like between walkway and flower bed wall.
2. vinegar. Kills any vegetation on contact. SAFELY. All you have left is water, carbon dioxide and some pickle smell. Be careful spraying it - it kills anything it touches. Also acts much faster than all the above mentioned toxins.. Sam's has great deal on vinegar.
3. steam kills plants absolutely safely too.
Btw, I know that weed very well. I have plenty of it.

Forget all that worthless information in the above post. Wit-nit gave you lots of good info.

Keep at it with the Ortho, mulch, fertilize and preemergent as directed on labels.

Weeds in a lawn, especially prostrate weeds like in the photo can never be controlled by either of these three methods without killing the good plants. Not to be disrespectful, but no wonder this poster still has plenty of weeds around.

A selective herbicide like the Ortho product (any product with 2,4-D type herbicides) and a good fertilizer regimen for the grasses will do a good job. Also, since there is probably plenty of weed seed in the soil, you will probably have this problem every year unless the grass get really happy enough to choke the weed-seedlings out soon after they germinate.
