I have seen it in few places, they put up a sign: "keep off the grass".
why do they do that?
Other places people have picnic on the grass/lawn, and no real harm is visible afterwards.
My new lawn that is germinated 2 months ago from seeds, and since it has been raining all the time since, when I step on it, it seems it's flattened a lot or even the roots turn out of the ground.
Does this requirement depend on the season, or whether it is a freshly planted/germinated grass?
So, when and why should we keep off the grass?

I stay off the grass as much as possible for the first few months after germination because the tiny sprouts seem incredibly fragile.

After that, I don't worry too much about the grass, but I don't intentionally rip it up (by riding bikes on it, pulling it up with cleats, etc.), either.

Those signs usually appear where heavy foot traffic will kill the grass.

isn't growing grass discouraged on the west coast? I'm sure the rain will stop and the drought will still be in effect.

Only in California. Oregon and Washington are also on the west coast. At my home, we average 61" of rain annually, it's wet normally from October through June.

Constant foot traffic will wear down a lawn, such as school kids cutting across a lawn on a corner lot. For a newly seeded lawn, it is best to stay off of it for the first season, though some infrequent traffic such as from mowing won't hurt it much.
