help diagnosing a leaf termite (insects, leaves, new, damage)

can someone please help with the attached leaf problem? A local garden centre thinks its a new type of mite or aphid although it must be minute as its not visible to the naked eye.
I believe you identified the culprits. Rust and aphids. The Aphids being the source that carried the Rust spores. While rust can be spread without insects, insects do a better job than the wind. In this case the damage also looks like from 2 different causes. Rust + Aphids explain it very well.
