I got some cat-proofing plastic spikes once - they worked well. They are allow air circulation and don't hurt the cat (they are uncomfortable to the cat, but not actually sharp.) I have seen some on Amazon, although there may be other sources.

I just put tin foil on the soil and lift to water. The cats don't like the foil and stopped digging and eventually I removed the foil and they no longer bother the plants.

Love that. Cats are not by nature feral or wild or outdoor creatures. They've been domesticated for years. That's what people don't seem to get. Cats sometimes manage to survive outdoors for a few years if they can locate a human who will leave food out for them but it is a horrible life. Its like a homeless human trying to survive in the streets of NY. They manage for awhile but its not where they belong.

Had a number who lived to ripe old ages being allowed outside ...... that was many years ago. No longer allowed due to coyotes (lost a couple to them.)
