The answer is they "can" be, so it is best to keep your dogs and cats away from them. Different breeds will react differently to it. When I grew up, I had a dog that loved grapes, but he would not pierce a grape, you had to break it for him. Years later, I learned a friend lost his dog after he ate a grape.
