Could be many reasons. Location, soil, nutrients, water. As wit-nit says more info needed. Where it is planted , shade or sun, how old it is to name a few.
Mine just opened yesterday. I have done nothing for them but they get a lot of sunlight. I do put bone meal around everything--probably I put some on the stargazers--I don't remember. You need something that helps with blooms.
Bone meal phosphorus is easy for plants to take up. Using bone meal will help your flowering plants, like roses or bulbs, grow bigger and more plentiful flowers.
Sorry. I should have put in more information. I grow my Orientals outside in a patio garden, but I think the soil is just poor, which is the same as the entire garden. I will dig them up, amend the soil and try again next year as last year they were all wonderful.

If they were in that location last year and were fine you may just need to fertilize and mulch them.
