I am removing Bermuda grass with a sod cutter, and someone who works at a garden center told me that a heavy layer of pre-emergent between the dirt and the mulch would keep the Bermuda grass from growing back. They recommended I not use a weed barrier cloth because weeds grow into the fabric and become harder to remove.

My questions are:

Will pre-emergent stop the Bermuda grass from coming back?

Will pre-emergent damage the 5 gallon shrubs that I am planting after installing the mulch?

I found this stuff that's pretty cheap:

Half my yard is Bermuda grass. Been fighting it for 8 years. My last attempt last year: picked a spot last spring about 20x20. Sprayed with roundup when the grass was up and growing. Waited two weeks and sprayed again.after I thought it was dead........tilled it up to a depth of 4-6 inches and removed all the dead grass and roots. Put down new soil and reseeded with regular grass. By fall of last year it was almost 1/2 Bermuda grass. This spring you can hardly tell I touched it.

A few years ago I asked my neighbor for advice to get rid of it. He said when he asked his lawn guy what to do about getting rid of his Bermuda grass, The lawn guy immediately answered with "move".

Bermuda grass can root down to 3+ feet into the soil. It's nearly impossible to eradicate. Usually a weed barrier helps keeps it under control. Pre-emergence will not help since Bermuda has runners growing underground that spread like wildfire especially during the warm months. And do not use soil sterilants as they will kill anything in its path.
Pre emergence will not harm your tree or anything that's already growing, it only sterilizes seeds before they germinate.
