Does Neem Oil make Plant Sticky? (spider, growing, bugs, tomatoes)

About a week ago I started spraying my plants with a mixture of neem oil, water, and a dash of soap after finding my basil plant being devoured by a spotted cucumber beetle and what I thought were spider mites on the adjacent tomato plant. Both pests seem to be gone, but I've now noticed that the basil leaves are very shiny and sticky. Similarly, the tomatoes are sticky (not the leaves, just the fruit).
Is this just because we covered them in neem oil a few times, or should I be concerned about something else attacking them? The tomato plant seems otherwise healthy, and the basil is growing very well, but has starred to have some browning on the upper leaves. Both are container plants on a rooftop deck. I try to water them daily when it doesn't rain, and when i do so the soil seems dry. This is my first time using neem on plants, though it did a wonderful job getting rid of pantry bugs over the winter.
