It is a soil additive, usually used for container gardening because it has all the benefits of being organic, but lasts longer than most organics. It is for long term container crops, not seasonal flowers.

Ground-up or finely shredded bark used as mulch will grow artillery fungus like you wouldn't believe; even faster than in other forms of wood mulch.

Of course, if the mulched area isn't within 30 feet of a house, garage, vehicle, or any other item that you wouldn't want to have peppered with permanent, non-removeable tiny black dots, that doesn't matter....

I will never EVER have any form of wood mulch within 50 feet of any of the above items, again. Worst mistake of my gardening life.

Ground bark is a good additive to calcined clay (turface) for potting conifer bonsai. That's about all I would use it for.
