to use under a bird feeder that is heavy and won't get moved by the wind and that is 100% safe for birds and other animals to be around and eat. I'm not sure if they add something unsafe to the hay before they sell it and I don't even know where to buy some.

You don’t want hay since hay will have some seeds in it that will germinate and grow under the feeder. Instead you want clean wheat or rye straw. Or better yet if available you want pine straw which is actually pine needles. Other kinds of mulch will work too and are heavier. Like pine nuggets.

Pardon me for asking but why do you want to put hay (or any other kind of mulch) under the bird feeder? What purpose do you want it to serve?

I bought wheat straw before reading this comment. No chemicals and 100% natural and safe for animals.
