I googled my problem and someone on a different forum suggested to use the solar-powered pest repeller from Costco works. He had raccoons eating his Figs of the tree last month and they have not returned since he installed the solar repeller. He randomly vibrates to scare off raccoons, moles, and squirrels.

I live in the same general area and see the same type holes you are describing. I have noticed a lot of chipmunks digging around along with squirrels. Skunks also like to dig around for grubs as many people have said. I would put money on one of those 3. I think the ones in my yard are mostly chipmunks and squirrels though.
