I have carried a 5 gal thing of paint so I would carry it to the garden and simply sink a cup or small watering can into the bucket and fill it from there.

Look at how some rain barrels are set up, a threaded brass sillcock a couple inches above the bottom. I'd think it would just be easier to use a dipper to transfer water from the bucket to a watering can.
You won't get much pressure with a 5 gallon bucket, so you might want to set it up on something to use gravity. Then go to Lowe's or somewhere and tell them you want a faucet for a rain barrel. You have to drill a hole in the side near the bottom and get the faucet in and you can attach a short hose (not enough pressure for a long one, so quite short) and when you turn the faucet on, gravity will let your water out.
I have a 59 gallon rain barrel and I have both a faucet and a scoop (that I made by cutting the bottom off a plastic quart milk container (at an angle)).
I use either a marine 'thru hull' fitting - if you have a marine store nearby, you can get one, they're not terribly expensive. Or browse the PVC aisle at your local hardware. Since it's a no pressure system, it doesn't take much to keep them from leaking. I think the last time I used a 1/2" PVC slip to threaded fitting, made a hole in the bucket that the threaded part would fit through and then threaded something onto the end of that. There's plumber's putty between the bucket and the fitting to make it watertight. I also used a square bucket, it used to have dry laundry soap in it.
Look for a small cheap sump pump. Walmart, Amazon, ect.
Place the pump in the bucket, attach hose to the pump, turn on pump, start watering.
You're going to realize how fast 5 gallons is used.
