I read somewhere that August is the time to start (for zone 5 - 7), I am in zone 8B and it's hot here. This week high is in 97-98 degrees F., I am seriously wondering how this is a good time to plant seeds out in the sun? I like to grow lettuces and peas, none of them do well in hot sun.

To plant peas as it is possible more successfully, it is sowed on the growing Moon. Optimum days for landing:
March 15-17, 21-22;
April 17-21;
May 15-21;
June 12-19;
November 9-13.
