Guys....can't find a third valve. There are two.....and both have been closed. I've looked several times in our utility room....and there's no other valve to close.
I had one house where is was in the ground and I needed a curb key to shut it off.
If you're sure you've got the valves off, it could be the valves are faulty and are letting a little bit of water through. Had that issue with my place, replaced the valve.
Go to the last sprinkler or the lowest point of your sprinkler line. Dig down till you get to the pipe.
Cut the pipe. Install a inline tee. Install a ball valve on the tee. Dig out the dirt more especially underneath. Dump a bag of rock under the tee so the water can drain down. Put a landscape box over the Tee/ball valve. Back fill the outside of the box.
Every winter go to the box, pop the cover, open the ball valve, let the line drain. Close it back up when it’s drained
shut water off before backflow preventer.
DRAIN ALL WATER. Matter of fact, if you already do not have it, have a basic ball valve installed somewhere in the water line lowermost point, so open it to drain.
Cover backflow preventer into lots of rags, to keep it from freezing.
DONE.
No water in the system - sprinklers controls will not freeze. Don't worry.

Are you implying there is no shut off valve for the system currently? The house is 15 years old....there would have been a pipe burst all these years if the previous owner wasnt winterizing.....
Right?
Ok, so i figured out the source of the water....the valve. It's outside by the water main. I'm trying to tuen the valve to close but it's not turning. What am i doing wrong?
I know there's a special tool thats used to reach that.....but I'm trying to improvise. I've been able to reach it by hand and a wrench but it's not turning (clockwise or otherwise won't turn).
Short adjustable wrench will work. Turn clockwise to shut off. It's gonna be tight, but don't be afraid to put some torque into it.
Thank you.
Ok, opened all 4 valvles in the set up next to the concrete wall.....as water was flowing, went to the main valve and shut it off.
I guess next i need to use a compressor at 50psi (i have a big ckmpressor) to blow the air out of each line. Easier said than done. Lol

This is similar to the one I had that I needed a curb key for. They sell them at the hardware store.
Glad you figured it out. Answer me one question tho. Where do you live? I keep looking at that curb shut off. It's not very deep, which kinda tells me your area may not suffer from major ground freezes. Which also means, no need to blow the lines.
